🚗 Can I Drive in Italy With a Foreign Driving Licence?

Moving to Italy and wondering whether you can continue driving with the licence issued in your home country?

The answer is yes in many cases — but the rules change significantly once you become resident in Italy.

One of the most important rules for people arriving from outside the European Union is the one-year residence rule.

Here is the simple breakdown.

 1. If Your Driving Licence Is From the EU/EEA

If your driving licence was issued by a country in the European Union (EU) or European Economic Area (EEA), the situation is relatively straightforward.

EU/EEA driving licences are generally treated as equivalent to Italian licences.

If your licence has a normal validity period compliant with EU rules, you can generally continue driving in Italy until its expiry date.

You can also request conversion to an Italian licence before it expires.

⚠️ There is an important exception: if your EU/EEA licence has no expiry date, or a validity period longer than permitted under EU rules, conversion is generally required after two years of residence in Italy.

🌍 2. If Your Licence Is From Outside the EU/EEA

This is where the one-year rule becomes extremely important.

According to the Italian Ministry of Infrastructure and Transport, a person holding a driving licence issued by a non-EU/non-EEA country can drive in Italy for:

⏳ Up to ONE YEAR from acquiring residence in Italy.

Your foreign licence must still be valid.

In addition, while driving you must generally carry:

Your valid foreign driving licence

PLUS

an International Driving Permit (IDP)

OR

an official Italian translation of your foreign driving licence.

This requirement comes from Article 135 of the Italian Highway Code (Codice della Strada).

🏠 3. The One Year Starts From RESIDENCE — Not From Your Arrival in Italy

This distinction is extremely important.

The one-year period is linked to the date you acquire residence in Italy (residenza anagrafica), not simply the date you first entered Italy.

Example

Imagine that you moved to Italy in:

September 2025

but officially registered your Italian residence on:

15 January 2026

For the non-EU driving-licence rule, the relevant date is generally 15 January 2026.

Your one-year period would therefore run until approximately:

15 January 2027.

The Highway Code specifically refers to people who have not been resident in Italy for more than one year.

⚠️ 4. What Happens After One Year?

This is the part many newcomers misunderstand.

After you have been resident in Italy for more than one year, you cannot simply continue driving indefinitely using your non-EU licence.

You will need an Italian driving licence.

How you obtain it depends mainly on whether Italy has a driving-licence conversion agreement with the country that issued your licence.

There are two main possibilities.

✅ Country has a conversion agreement with Italy

Your foreign licence may be converted into an Italian licence, provided you satisfy the requirements of the applicable agreement.

Italy currently has conversion arrangements with various non-EU countries, including countries such as Brazil, Japan, Morocco, Switzerland, the United Kingdom and others.

However, the exact conditions and deadlines vary by country.

❌ 5. What If Your Country Has NO Conversion Agreement?

This makes a major difference.

If Italy does not have a conversion agreement with the country that issued your licence, you generally cannot simply exchange your foreign licence for an Italian one.

After the one-year residence period, if you want to continue driving in Italy, you generally need to obtain an Italian driving licence by passing the required Italian examinations.

The Ministry explicitly states that where conversion is not possible, an Italian licence must be obtained by examination.

6. Important Example: Indian Driving Licence in Italy

This is particularly relevant for Indians moving to Italy.

As of the current Italian Ministry list, India is not listed among the countries whose ordinary driving licences can be converted into Italian licences.

So, if you arrive in Italy with a valid Indian driving licence:

During your first year of Italian residence

You can generally drive using your valid Indian licence together with the required:

International Driving Permit (IDP)
or
official Italian translation.

After one year of residence

Your Indian licence does not become an Italian licence automatically.

And simply carrying an IDP does not extend the one-year residence limit.

Because an ordinary Indian licence is not currently covered by a licence-conversion agreement with Italy, you would generally need to obtain an Italian driving licence through the Italian examination process if you want to continue driving legally.

❗ 7. Does an International Driving Permit Extend the One-Year Limit?

No.

This is an important misconception.

An International Driving Permit is essentially a document that allows your foreign driving entitlement to be understood/recognized in accordance with the applicable international framework.

It does not replace your original licence and it does not give a resident an additional year of driving in Italy.

The one-year restriction is tied to your Italian residence, not to the expiry date of your IDP.

So this idea does not work:

“My first IDP expired, so I will obtain a new IDP and drive for another year.”

If you have already been resident in Italy for more than one year, obtaining a new IDP does not restart the residence clock.

✈️ 8. What If I Leave Italy and Come Back?

A short trip abroad does not normally restart the one-year period.

For example:

Residence registered: 1 March 2026
Travel to India: December 2026
Return to Italy: January 2027

You do not receive a fresh one-year driving period simply because you left and re-entered Italy.

The rule is based on how long you have been resident in Italy, not how recently you crossed the Italian border. Article 135 expressly frames the limit in terms of residence.

🧳 9. What About Tourists and Non-Residents?

The one-year residence deadline should not be confused with the rules applying to someone who is simply visiting Italy.

If you are not resident in Italy, the specific “more than one year of Italian residence” restriction does not apply to you in the same way.

However, a non-EU driver still needs to comply with the rules concerning a valid foreign licence and the required International Driving Permit or official Italian translation.

So there is an important difference between:

Tourist / non-resident → foreign licence rules

and

Person who establishes residence in Italy → the one-year residence clock becomes important.

🔄 10. Not Every Convertible Licence Can Be Converted Forever

Even if your country has an agreement with Italy, don't assume that you can wait indefinitely.

Conversion agreements can contain specific conditions and deadlines.

The Italian Ministry currently explains that, depending on the issuing country and applicable agreement, conversion may have to be requested within a particular number of years after acquiring Italian residence.

Another important condition is that the foreign licence generally needs to have been obtained before you acquired residence in Italy.

Therefore, always check the rules applicable to your specific country.

⚠️ 11. Special Cases and Exceptions

There are some situations where the standard explanation above does not tell the whole story.

For example, Italy has special conversion arrangements that apply only to certain categories of people from some countries.

The Ministry currently lists limited arrangements for categories such as diplomatic/consular personnel and their families from certain states.

There are also special rules affecting certain professional drivers and professional driving qualifications.

These are exceptions rather than the normal rule for someone moving to Italy for study, work or family reasons.

🚘 12. Don't Confuse Your Driving Licence With Your Car Registration

Your driving licence and the registration of a foreign-plated vehicle are two different legal issues.

Even if you are allowed to drive using your foreign licence, becoming resident in Italy can create separate obligations if you own or regularly use a vehicle registered abroad.

For example, ACI states that, as a general rule, a person who becomes resident in Italy and owns a foreign-registered vehicle must register it in Italy within three months of acquiring residence. Different provisions apply when a resident uses a foreign vehicle belonging to somebody else.

📝 Quick Example: Moving From India to Italy

Imagine Rahul moves from India to Italy.

🇮🇳 He has a valid Indian driving licence.

📅 He registers his residence in Italy on 10 October 2026.

For approximately the following year, he can generally drive using his valid Indian licence together with the required IDP or official Italian translation.

But around 10 October 2027, the one-year residence period ends.

Because India is not currently included in Italy's ordinary licence-conversion list, Rahul cannot simply exchange his Indian licence for an Italian one.

👉 To continue driving legally in Italy, he would generally need to obtain an Italian driving licence through the required examinations.

Generally valid in Italy subject to EU/Italian validity and renewal rules.

Non-EU licence 🌍

Generally usable for up to one year after acquiring Italian residence, provided the licence is valid and accompanied by the required IDP or official Italian translation.
